Surely it doesn't take a genius to realise that if money is going to be doled out without carefully considered safeguards, then the likelihood is that it will end up where it shouldn't. It does make me think sometimes that our politicians (and presumably their administrating beaurocrats) don't live in the real world. Soapbox dismounted.
