As someone (a foreigner!) who's bought a property in Slovenia, I found the process very smooth. That said, my purchase was made considerably easier by extensive research and a fantastic agent ;-) There's lots of information out there, some contradictory, spread across a wide range of sites. It would certainly be boon to have it all in one place, and (using your article on Lipizzaners as a yardstick) I don't doubt the article(s) would be comprehensive and thorough!
